It's sad that you guys/gals can't discuss a chord to a song without being ignornant!!

I've been playing this song for a long time.
And, it is not indicated here, that a capo is
to be placed on the 1st fret, playing A, to
give the key of Bb. The chords are tabbed
correctly, but a capo is used for this.

Mac, I have been playing it w/o a capo in A and it seems to sound pretty good, doesn't matter really does it?

It sort of does matter whether you use a capo or not. If you don't use the capo, you need to use different chords, because the song is in the Key of Bb. It's best to use it on the first fret, playing A, which makes it Bb. It matches the original recording. A lot of his songs, even at this time of his career especially are songs that use a capo. There is something missing from the tab like the intro and outro. Here it is with notes relative to the capo.

D--2--2--2--2|--2--2-----2--|--2--2-----2|
A------------|--------2-----|--------2---|
E------------|--------------|------------|
A young....
A boy....
G--2--2--2--2|------------|
D------------|--2--2--2--2|
He changed.... And his mother....

for the first verse, and chorus, the 5th is picked for each chord, without strumming.(That is one version of the song.) Here's the chord prog.
Bb F
A young cowboy named Billy Joe grew restless
Bb
on the farm.
Bb F
A boy filled with wanderlust who really meant
Bb
no harm
Eb
He changed his clothes and shined his boots

and combed his dark hair down
Bb
And his mother cried as he walked out.
Eb Bb
Don't take your guns to town, son
Eb Bb
Leave your guns at home, Bill
Eb Bb
Don't take your guns to town.
