I'm sure it is a B chord. Hence the capo on the 2nd fret. That way you can play the A chord, but it's really a B chord. But I don't think Waylon done it that way.
And as for the capo on the 7th fret suggestion... Why would anyone put a capo that high up? For me it is extremely uncomfortable.
